Should I Optimize Meta-Tags? Do They Make A Difference?

Yes and No. At one time you could stuff the Meta-Keywords tag with your target phrases and Voila! You ranked on the search engines. That is not the case anymore. The Meta-Description Tag

The Meta-Description tag does not assist much in directly increasing your search positions.
